PTR

Will we be able to test PvE raids and dungeons before launch?
Will we be able to test Quests before launch?

Live

Will Raids be released during launch or after?
Will the flexible rates (Loot, XP, Rep etc) be the same as MoP?
Will Artifact Research Notes be faster to achieve?
Will Artifact Power be increased? 2x? 5x? etc

While most of your questions were answered in different topics I will go over them very quick:

1) PvE content (raids) will be released at the exact same way as they currently are - boss by boss. Most WoD content will be finished by the time of the public launch, however Legion raids won't be ready at the release.
2) You will be able to test quests, however as already stated we will tell you what can you test and most importantly when to do so.
3) Rates will remain flexible and will be upto: 10X until level 90, 3X afterwards
4) Artifact Research & Artifact power aren't officially decided yet, however we are going to try to stick as Blizzlike as possible. That said we probably wont change them OR if we do so it will be slight increase. However don't expect they will be 5 times faster.
