It's not that Durotan.
For this quest, https://www.wow-freakz.com/npc_finder.php?npc=75806&&name=durotan this Durotan is needed and this one is not spawned.

Still bugged as of today. Should be pretty easy to fix. Proof: http://imgur.com/a/Z33g4 (Image shows where he should be spawned, based on the minimap)
