Artifact weapons vendor or quest

Hopefully devs can see this. I figure it would be easier to add vendors with artifacts instead of full questline.
for now atleast
later we can do quests for artifacts when they are fully scripted

I think vendors for ptr would be fine, for launch the quests would be nice to have..

As mentioned on the site in current test phase we don't want you to test artifacts, please read what to test on site. We will add artifacts soon (~1 week).
