[Not a spell] Expertise not working.

WoW Freakz spell link: Not a spell its Expertise
Bug description: Its either Expertise or Hit that doesnt seem to be working, as a enhance shaman, im at 4.31% Hit and 6.09% expertise and i still be missing on rogues and other classes, no, it isnt because of Evasion, cuz most of the time without it i still be dodging/missing a whole lot on other classes as well.
Proof: I have no idea how to prove this, but if this even proves anything, wich it probably dont but it may prove that you shouldnt have to go any higher then this in PvP. https://youtube.com/watch?v=-J1HG1Jp_8M:

Also, i dont know where to report this, i just assumed that it was in this type of thread, if you can look into this then please do and keep in mind, this isnt only happening to me, it happens to Tatavostru, Swprem, Abdlocklol, Rollingblade and Tyceos (I have asked and they have told me) that it isnt working.

dodging rogues/ferals and parying dks/wars/paladins is normal in pvp. you have let`s say 3% expertise and 3% hit(6% hit chance on spells) and you wouldn`t miss any spell, but you can dodge or parry those classes why? because rogues/ferals are getting dodge chance with agility, and str classes are getting parry with strength, with 3% expertise, you only reduce 3% dodge/parry chance( 3% is for intellect based classes, so u won`t dodge/parry let`s say a mage)

Ye but it isnt normal when you miss/dodge this much even at hit/exp cap, and i have never had this problem when i played 5.4.8 PTR and dueling a rogue mostly out of all classes, a enhance dont even have a chance cuz of the big amount of times you dodge on them even without Evasion.
