Bug description: ignores dampening
same amount of heal at 0% and 20% dampening

Try on mm too it have a similar spell from artefact - https://www.wow-freakz.com/spells.php?spell=190503&&name=healing-shell. I never reached dampen on my hunter, or if i did i had the heals on cd so never noticed

Tested it last night and It heals less in dampening.
