Bug description: This quest should become available after completing this quest: Do The Thing! - https://www.wow-freakz.com/quest_helper.php?quest=42396&&name=do-the-thing, however, NPC which starts quest - Pearlhunter Phin - https://www.wow-freakz.com/npc_finder.php?npc=107302&&name=pearlhunter-phin is not spawned.

Proof: just checking links provides proof.
