Bug description: This quest should become available after completing quest: One Small Step for Magic - https://www.wow-freakz.com/quest_helper.php?quest=40694&&name=one-small-step-for-magic, however, NPC which starts quest - Kyrtos - https://www.wow-freakz.com/npc_finder.php?npc=101076&&name=kyrtos offers it without doing prerequisite quest.
