[FIXED] [Mage]Cauterize

Bug description: I made a topic on cauterize last week about cauterize not procking on Pistol Shot] from rogue https://forum.wow-freakz.com/FIXED-Mage-Cauterize-t468441.html

After that cauterize got 100% bugged and didnt proc at all,however that was fix(the not procking at all part) he still dont proc on a few spells.

Proof:

In this print you can see that obliterate crits and kill me without activate cauterize.
I didn test on PIstol SHot but i think the bug is still there,some testing need to be done on that.
There are also some spells from enha shaman that when they crit they kill me without activating cauterzie but i dont know wich one .

it is not random, certain spells dont proc cauterize when they crit.
