Yes. When 6.0 came out, The ability to start the legendary cape quest was removed, as well as A Test of Valor. Come the actual WOD expansion, the entire questline will be removed, and all progress will be erased. There will be a legendary ring in Warlords of Draenor though.

The quest is just there because it was copied from the MOP realm, it isn't supposed to be there. Same as the valor currency and some other things. Will probably get removed when it comes to it.
