Assasination Hidden Appearnce for Rogue?

Hi, im gonna ask are anyone of you dropped Hidden apperance for Asasination spec ,or it even work. As Wowhead requirements we need 4 lvl of artifact knowledge ,i have 5 so it should be droppable .As WoW-Freakz database there is 0,01% of drop from https://www.wow-freakz.com/npc_finder.php?npc=97387&&name=mana-seeper .I killed like 20 of them ,and nothing.
So the question is: Are its implemented?

0,01% means that you will guaranteedly get 1 drop in 10000 kills so your 20 kills are nothing.
