Constant stutter lag

So for a while now I have been playing WoW with constant stutter lag and it's really pissing me off. At first my graphics were set on the fifth setting (which was the reccomended settings), I turned it down to the first setting (the lowest) and still I get stutter lag. I launched the 32-bit version, turned my resolution down alot, turned off new character models and even turned the render scale to 85%. I had my CPU overclocked so it was overheating a bit. I stopped overclocking it and that seemed to fix alot of the stutter lag, but it's not completely gone. Still from time to time I have like 60-80 fps and then suddenly my fps falls to like 2 or 3 fps for a few seconds and sometimes even freezing for several seconds. How do I fix this? I even checked the retail forums and it seems that 7.1 seems to lag for a lot of people.

^ Try Vsync on. Shuttering and frame drops on the screen are generally not from low hardware.

I've tried Vsync, however that didn't fix anything. I haven't actually tried capping the fps. Right now my foreground fps is capped at 81 fps, I'm not sure, but I think if I limit it to 61 or 59 instead I might actually get better results. For now I'm gonna test retail and see if there is any kind of performance difference.
