Here is my description:
With Mangaza's Madness equipped, Shadow Priests have 3 charges of Mind Blast. There is a pretty consistent bug where you are unable to cast Mind Blast because the server thinks Mind Blast is not off cooldown yet despite having available charges and it being off cooldown. I don't know what the issue is but it's definitely related to having the belt equipped. It feels as if the server does not correctly calculate the Mind Blast cooldown and adjust for haste scaling.

In most cases in happens when i am in void form then it happens like all the time.
Might be some haste scaling issue or something.

Hard to say what is really buggy in this topic.
Because the item does what it should do, it gives me 3 Charges of Mind Blast.
=> So basicly the item is fine.

The problem occurs in correlation to the item.
Even blizzard didn't fix it fast, the issue that causes this problem might be hard to find.

It is weird that it took blizzard 5 months to fix this. I believe I managed to fix the underlying issue I won't close the topic, let's see the result after the fix is live (I'll let you know when)
