Bug description: Should proc Fragile Echoes (wowhead link) on target healed by Effuse or Enveloping Mist and after buff expire should restore ~4k mana. Actually do nothing. :v

It doesn't work with Priests either. Heal and Flash Heal do not proc Fragile Echoes.
