Actually there are two bugs with this quest:
Bug 1: This quest should become available after completing this quest: A Different Source - https://www.wow-freakz.com/quest_helper.php?quest=40625&&name=a-different-source,however, NPC which starts quest - Kyrtos - https://www.wow-freakz.com/npc_finder.php?npc=101076&&name=kyrtos offers it without doing prerequisite quest.
Bug 2: Quest item - Fel-Infused Plate - https://www.wow-freakz.com/item_finder.php?item=132761&&name=fel-infused-plate can't be looted from any of these objects: Fel-Infused Plate - https://www.wow-freakz.com/object_finder.php?object=246525&&name=fel-infused-plate, Fel-Infused Plate - https://www.wow-freakz.com/object_finder.php?object=245940&&name=fel-infused-plate nor from - Fel-Infused Plate - https://www.wow-freakz.com/object_finder.php?object=246527&&name=fel-infused-plate

P.S. Quest item Fel-Infused Plate - https://www.wow-freakz.com/item_finder.php?item=132761&&name=fel-infused-plate should only be obtainable while this quest is active.
