Currently they are spawned across outland and northrend and cata zones.
I think it would be nice if it got expanded to cover pandaria and draenor.
The reason behind this suggestion is that I found out that I'm starting legion content @itemlevel 300~400 (which means I have cata-grade gear on average) making the artifact quests/scenarios excessively difficult thanks to the high xp rates (and the fact that you don't need to do a single quest in draenor, thus having no gear).

It wont be implemented to the new content since it was a old custom feature.

It is easy to gear up your characters with quests.
