The decrease to 10% dmg buff took place in patch 7.2.0 (or maybe was live in the 7.2.0 build)

As you can see that those were posted on wow head on january 10 2017 the hotfixes were made 17 january.

As you can see here https://www.wow-freakz.com/spells.php?spell=206338 (wowhead link) on the 23244 build itm has 20% dmg and we are using 23420 build so the nerf is incorrect to our build. @Seyrox / @Quicksand / @Flamestalker please confirm and mark as invalid thank you
