Does anyone know when the balance/guardian/restoration artifacts will be implemented?

What do you mean by being implemented?

You will already get all artifacts when you finish the first artifact questline.

Posting a new BUG REPORT has to follow the template you get when opening a new topic or it can be instantly rejected.

They will not be implemented anytime soon.
