Bug description: The hit chance reduction part doesn't work at all. This is the most important honor talent for Survival hunters in PvP and it doesn't even work at all! Players should miss with spells when they are in the root of this net, spells like Fear, Touch of Karma, Touch of Death damage proc, etc.

Work in progress.
Right now it works for melee attacks and doesn't for casted spell attacks.
I'm trying to find if it should work or not for casted spells.

Net works fine, for aa's pshych CC like bash, and mele spells.
