It's a world quest, all "falcosaur" kind of creatures in Broken Isles are tied to new WQs released in 7.1.

Basically this is a one or two weeks cooldown group of WQs that will get one of the 4, i think, kill one big birds and all you need to do is kill the mama and probably some others gangsters. When mom is gone, a baby appears, neutral, with a gossip that lets you feed him with the correct food and this is how to you get a battle pet which is the goal of those WQs.
