Questions regarding legendaries

Hi, i have two questions regarding legendaries.

1) Are they obtainable without donating?

2) Is there a bad luck system implemented like on retail?

Ok than another question, Do they even drop from Lockboxes here? I'm asking because on freakz DB loot from this boxes are hidden.
I asked few of my guildmates and they also say no luck from boxes.

As far as I know , the lockboxes can contain legendaries too. Most people get it from other sources , probably because you can get 1 emissary a day , while you can do other activities that have a chance for legendary more often (dungeons , raids , pvp). Lockboxes still have a huge chance and contribute towards bad luck protection.

Personally , I did a lot of emissaries for lockboxes , almost no dungeons or pvp whatsoever , but after a lot of lockboxes I've got my first legendary from the first boss of a heroic dungeon. I think the lockboxes contributed for my bad luck.

Yes, you can get legie from emissary chest. I got one.

Legendarys can obtained from doing pretty much anything in legion content incuding looting boxes in the world tho the harder the difficulty the more chance you have of obtaining one so someone who does mythic raids has a higher % of getting a legendary than say someone who is only doing heroic dungeons but the more you do the more bad luck protection you build up that will shorten the time in which you get your legendary
