Why i cant go to the Shrine of two moons in Pandaria?

Hello, everyone i have that ptoblem what say in the title of the post, whan i try to go to Shrine of two moons in Pandaria i am teleported to dalaran i cant , why? for what happen that :/ please help me

Read your chat, it tells you why: you need to do a quest chain to access that zone, it's blizzlike

the quest starts in binan that will take you to temple of the white tiger.

I am playing on retail at the moment, and I can say that doing the questline is no longer required once your character reaches level 90. Maybe during MOP you needed to finish the questline even back then, but in Legion you can go to the shrines without doing the questline anymore. I only finished it on a character when I had level 87, and in rest I was able to go there with the rest of my characters with the help of the portal from the new Dalaran. ^^
