[FIXED] [Item] Legendary item Sephuz's Secret can proc in arena

Bug description: This item can proc in arena and it shouldn't.

Tikky helped me test this bug but we couldn't find any pattern. Seems to proc randomly.
I also heard that it procced on a balance druid when he cast cyclone and mighty bash.

eeeeehhhh, dammit. I allowed spells that can be used while sitting (you might remember the food bug where it didn't let you eat, etc), so it won't interrupt eating/drinking, but this accidentally affected this as well, since this can be used while sitting O.o
