Bug description: The two quests have to be completed with Varian Wring, my pj is higher than lvl 100 and Varian is no longer in Stormwind.
The important thing about the quest https://www.wow-freakz.com/quest_helper.php?quest=28716 is that it activates the area and quests for [Twilight Highlands] Highbank
