Recheck the difficulty you were on. Most likely you were on HC and it's spawned only in N.

I just checked both 10-25 man whole instance is empty no boss no mob nothing

If you check the Freakz db you'll see that Onyxia is currently spawned in the 40-man version... which doesn't exist anymore. So that's definitely a bug.
