Bug description: at lvl 110 230 rating for 1% - i have 1500+ somehow 6.5%
Proof: leech don't work from healing or damage

Are you aware that you have 1530 leech rating, and you get 1% for 230 rating. That's the simplest math: 1530/230 = 6.65.
So what is your problem exactly?

Also, leech does NOT work if you heal yourself. It only works when you heal someone else.
