Bug description: Doesn't work, is important for tanks this ench because in critical times when maybe healers don't heal in raids it will be wonderful if we have a chance to this proc for survivability beside our cd.
Proof: You can jump to min 10 to see is not even 1 proc in 10 min, https://www.youtube.com/watch?v=wMMYTNTZ4-c&feature=youtu.be
