Bug description: I notices that chain lightning doesn't proc Elemental Overload 100% for me. What I mean is that if you have above 100% mastery (100% chance to proc elemental overload) Elemental Overload doesn't proc on chain lightning but on every other spell it does. I will explain now. I have 90% Mastery on elemental (I know way to much but I only have it cuz I main resto and need mastery) and I use Totem Mastery which gives 10% more chance for procing Elemental Overload which gives 100% (by my math) plus if I get lucky from Elemental blast to get Mastery buff I have around 114% chance to proc Elemental Overload. The thing is everyother spell procs Elemental Overload 100% but only Chain lightning doesn't, there is 50-50 chance that it will proc. I would be gratefull for you to check it
In pictures you can see I have 105 mastery which is 105% chance it will proc plus I have Totem Mastery which gives 10% more chance from lightning bolt and chain lightning to proc Elemental Overload. Buuuuuuuuut from 7 casts/hits it procd only 4 times

True, chain lightning should equally divide the shaman's mastery percentage for overload procs on each subsequent target.

so in a scenario with 100% mastery and a single target unit, your chain lightning should behave exactly like lightning bolt or any single target spell which would fully benefit from that 100% mastery and will have the 100% proc on overload.

That is not how it works. If you hit 1 target you still have total mastery/5. There is no distinction between how many targets you hit, the chance rolls on each target.

Feel free to provide proof otherwise.
