Monk artifact questchain

Hi
I'm lvl. 100 Windwalker Monk and I cannot initiate the questline in order to aquire the the first artifact weapon.
I saw online that the questline begins with "Before the Storm" ; after I get to Dalaran an NPC (Initiate Da-Nel ) contacts me in order to start quest - BUT NOTHING HAPPENS WHEN I ENTER DALARAN....

Can you help me start the questline? Maybe there is a prerequisite q, or I do sth. wrong

Thanks for the answer, but it's not enough...
I don't know how to reach New Dalaran - Broken Isles ( I only had access to old Dalaran )..
There has to be a quest sending me to Broken Shore...but don't know what quest is and who triggers it. I'm in Lunarfall and I have only some Garrison related quests..
I saw a tutorial showing a portal to New Dalaran situated in Stormwind, near docks; but the portal isn't there in this version of wow..

give me another advise, pls

I checked two hero's call boards ( in SW: one in the trade district, one in dwarven district) and there's no 'the legion returns' quest available on board

I have only low level quests available (highest available is lvl 85)...And I didn't receive q automatically, as I entered SW...

Any other ideas?
maybe an admin can unstuck me and give me the quest(the legion returns)?

I checked NPC Anduin Wrynn, as you said, but he has no quests available for me. I also checked Recruiter Lee in SW, he has not any quest available....

Any other advice please?
