Bug description: It doesn't get affected by the 7.1.5 mastery buff , or something else causes it to be lower than blizzard ammount
Proof: Mastery: Demonic Presence now increases Chaos damage by 11.2% (was 8%), and per-Mastery amount increased accordingly. * Source : MMOchampion * . I'd also like to point out the fact that there are NO other mastery changes done to havoc in any other patch , verfied it myself.

Mastery in % formula is MasteryBase + (MasteryValue)*MasteryCoefficient/RatingConversionMastery

So, in you case the formula is: 11.2+(7189)*1.4/400 = 36.36

Care with this simulator, check all item that are given by default, sometimes there are someone with particular effect that can modify your stats
