The cache's reward difficulty depends on the bosses killed in raid. So here you gotta kill 12 nighthold heroic bosses to get heroic difficulty caches, and kill 12 nighthold mythic bosses to get mythic difficulty caches. If i remember correctly, you gotta kill 12 bosses on each difficulty. And if you do it, all the caches you get after that will give better loot.

Dont simply read the comment of a clueless guy on wowhead and present it here because the replies to that comment explain how dumb theory itself was. you know there are always some kind of superstitious people in every wow realm, like some people worship RNGesus that much that they belief you get loot from weekly class halls chest from the mythic dungeons you have done. no hard feelings.

EDIT : So now let me explain you your own feedback.
There are 3 types of cache, normal, heroic and mythic.

Normal : Acquired by timewalking quest weekly {which is not working here yet i suppose}

Heroic : Acquired by weekly dungeon Emissary of war quest.

Now about mythic cache :
this is where you are mixing your stuffs, the kills data you mentioned {it is not fixed 12-15 but still a RNG after 10 kills} just triggers weekly quests {via quest item from class hall missions} for you which can be submitted in "class halls" . The quests are.
1. The Nighthold: Elisande
2. The Nighthold: Gul'dan
3. The Nighthold: High Botanist Tel'arn
4. The Nighthold: Vaults

This triggered quest/quest item can give you quest for either NM / HC / Mythic cache depending upon your kills.
So please don't mix up class halls weeklies with "Emissary of war" cache.

Yea but i play on original wow and it works like that, and ppl on wowhead comments are not really clueless ...

If you would have looked at the proofs which i posted you would have noticed that people wrote on the comments that the cache it;s heroic all the time and it;s not based on how many bosses you kill on what difficulty. I opened the chest on 905 ilvl Warlock which heroic and mythic Nh for 1 month and i got normal reward. Also i did the quest on 3 chars which never did NH hc and got heroic reward before the restart. it;s clearly not working how it;s intended. My mage toon which just hit 110 2 days ago got heroic trinket without doing any NH run.

Well, i get mythic reward from that cache, so i guess wowhead is wrong about that :/

Normal version chest is rewarded from timewalk event.

How to be to those players who received gear from normal difficulty and the quest is no longer available?!

Can someone look into this? We have 7/10 bosses in nighthold and we still get normal items from this damn chest... Sometimes it gives heroic items but it doesn't happen often.

This chest contained only heroic loot.
