Bug description: Cannot be used as a pre pot now, after https://forum.wow-freakz.com/FIXED-Item-Eyasu-s-Mulligan-t507057.html .

Same applies with the Kara-trinket, idk if you changed it aswell, but that's a pre-pot trink too. (Majordomo's Dinner Bell)

Blizz didn't want any trinket to behave this way, yet they made exceptions. Using these was not popular among the majority of the players because they didn't know it worked, reason why there isn't much info about it on forums. Now I don't know if it was a bug there which was stealth fixed, but I'm pretty sure they used to work as "prepot trinkets", from own experience.

The proof you provided is from the 16th of september 2016, this is exactly 17 days after legion launched, try to find proof that is on the same patch atleast, the reddit post norbert.pls linked also implies that this was hotfixed to no longer work

A comment in that same post mentions it being hotfixed, also mentioning helya which was not released in 7.1.5 but in 7.1, making the proof also invalid

This is clearly not intended by blizzard. It's a bug and even if it got hotfixed or not, this server's policy is of not reproducing blizzard bugs.

i guess the ultimate proof would be someone testing it on retail. If it still works then the fix should be reverted, if it doesnt then its settled. It doesnt matter that live has patch 7.3.5, if it got hotfixed then it was never an intended mechanic since you lose the buff of 99% of on use trinkets when you un-equip them on retail, doesnt matter which patch it got hotfixed in if it is the case.

Indeed, i've asked several friends that play on retail, but the problem is, apparently, the trinket is very rare, or at least kinda rare.(only thing i heard is that is was selling for a ton when it was it's "time".
However i couldn't find any hotfix/fix that would say this should OR should not work. Let's see quicksand's opinion.

Alot of shit gets stealth fixed all the time on retail and is never announced.
