Bug description: Npc not spawning and with that you ofc can't obtain his toy
Proof: database allready says spawn 0 so i guess it should be proof enough

It's not bugged.
You need to summon it using "Mist-Filled Spirit Lantern" from Evermaw (http://www.wowhead.com/npc=73279/evermaw).
