Because unlike you, I have a monk on retail, and I tested it, and it works only when you channel Soothing Mist via Ancient Mistweaver Arts. Try to use your brain: Ancient Mistweaver Arts' Soothing Mist makes Enveloping Mist an instant cast, and so does Thunder Focus Tea. So there is no reason for EM to consume TFT stacks while channeling SM from AMA. Without the honor talent, Soothing Mist has no effect whatsoever to EM, so obviously it consumes a stack
