Bug description: The effect of this legendary item is not working at all.

The legendary works fine . The problem is with the talent that you took [Concentrated Sigils]. If you use that talent the legendary effect won't apply for some reason . If you take another talent you can see that it is working without a problem .

I thought that this might affect the bracer's effect; but it's irrelevant and it should work in any case.
