- In my tests , i found that it does work with mutilate ( which is strange , since it doesn't appear to work for you ) . It , however , doesn't work with Poisoned Knife ,Garrote or Fan of Knives . I also specced into Hemorrhage , and the ring does work with that aswell .
Now , since this ring is also supposed to work on the other 2 specs , i also went ahead and tested it on those aswell . For Subtlety , it does seem to work with Backstab / Gloomblade and Shadowstrike , although it doesn't work with Shuriken Toss . For Outlaw, it works with every spell , including talents .

EDIT : After a bit more research , i found out it , for whatever reason , shouldn't work with either Poisoned Knife , Garrote , Fan of Knives or Shuriken Toss , my mistake . This is the complete list of spells that work with this item : Ambush, Blunderbuss, GhostlyStrike, PistolShot, SaberSlash, SaberSlashExtra, Hemorrhage, MutilateMainHand, MutilateOffHand, Backstab, Gloomblade, Shadowstrike . From what i determined , this item works fine .
