Bug description: doesnt work, its a kinda handy way to raise your i lvl and use up excess mats at the same time. especially considering people want ridiculous high i lvls for anything above m2

You use it on crafted items from Professions, not on Regular dungeon/raid gear.

its says nothing of that in the link just: raises item lvl by 5 to max 865. must be soulbound. lame.
