Bug description: Windburst doesn't apply vulnerable nor deals damage if you get knocked back while the animation is flying towards the target. Happens on bosses like Rokmora(Neltharion's Lair) and Smashpite(Black Rook Hold) aswell.

Confirmed , tested at rokmora and the boss didn't get dmged even though the spell went on cooldown & animation appeared .

You might see windburst dmg but that was a prior failed attempt to time the spell right in order to get the knockback

This is true for absolutely each spell that has a missile/travel time.
