I got the talent Scourge of Worlds https://www.wow-freakz.com/spells.php?spell=191747 (wowhead link) inside my artifact's weapon tree but it seems doenst work at all.
I rotate with dummy spamming as much Death Coil as i can in order to proc the new passive ability but he never did. I set a dedicated weakaura as well, still a negative outcome.
So i can definetly say with no doubt: it's bug!

Hope im wrong, waiting for responce, thanks in advance.

I tested it both with Clawing and Scourge strike but it's seems only working with https://www.wow-freakz.com/spells.php?spell=55090 (wowhead link)
Using https://www.wow-freakz.com/spells.php?spell=207311 (wowhead link) never had proc and I was dps like 5 minutes.
