Bug description: It's more broken than before now. I can cast Sera with 1/10th of a single charge (basically no sotr available) and get an 8 second duration minimum.

I can confirm that. Duration of seraphim buff should be appropriate to the fraction of consumed SotR charge. For example in case of 10% charged SotR should be duration of seraphim buff 0,8 sec or in case of 110% charged SotR should be duration of seraphim buff 8,8 sec.
