I'm just gonna quickly chime in and say that these items where ''bugged'' , i guess , on retail aswell . Many , many times they only worked whenever they wanted to and there's forum posts about it too . Here's an example https://us.battle.net/forums/en/wow/topic/20749454757 . These are from 7.0 , i belive , when people realised they're inconsistent , and so they didn't bother with them .
