mail to low lvl characters

I was just curious as to why we can no longer send mail to characters below lvl 20? I have not played retail for years, so do not know if it's the same on retail.

A new gold scam has arose, bots sending people mails telling them to go to a website. This feature helps the bots stop that. It's unfortunate, but because scammers exist, we can't have nice things.
