[Rogue][All][Honor Talent] Cut To The Chase

Bug description: Cut To The Chase should have a lingering effect that lasts for 3 seconds.
currently it instantly turns off if the fast target is out of range.

also, i believe the buffaura should not be permanently visible in UI's buff zone, in BGs

Proof: just read the tooltip. then test it.
