Bug description: The belt should have 2x charges of Mind Blast , instead it bugs from time to time and instead of 2x Mind Blasts it gives you 1 normal charge like there would be no legendary . This started happening like 2 days ago . Never seen this bug before

check Hotfix : Legion Patch 7.1.5 (2017-01-10): Increases the maximum number of charges of [Mind Blast] by 1 (was 2).

What do you mean by "time to time"? Need more info about this. I can't reproduce it

By time to time I mean that I am in an encounter ( raid/ key doesn;t matter ) the belt works great, I get extra charges on it then it bugs and I get no extra charges + I need to relog so it works again thing wich I can't do it during an ecounter . It doesn't bugs on all the fights yet yesterday and today I've faced this problem alot of times and is annoying because I lose DPS like I would wear a normal belt instead of this one.

Do the charges disappear while in combat? Or outside of it? Doesn't a simple reequip solve this?

The charges disappear only in combat this is the problem because I can't reequip it durring a combat fight . And instead of more MB I get only 1 like I'd wear no belt

Please let me know the talentset you are using. I still cannot reproduce anything of sorts, I have full traits, I'm using normal SP rotation.

I am using the AOE spec , doesn't matter if I play on PI or Misery is the same , I will upload another video from the beggining to see how the belt bugs https://vimeo.com/277779588

This might happen cause of haste modifiers like Whispers in the dark proc for example like how haste buff from elisande is also "extra cding" some spells when it expires from ppl. This is just a speculation but try it out if u wish @quicksand

I can confirm that too and it`s really annoying considering it`s best legendary for single and you play like you haven`t it .The belt becomes bugged when you unequip it and you reput on you .Next try you`ll have only 1 charge.
