[Dread Wastes] Preserved in amber - can't complete the quest, npc missing

Bug description: Although there is a yellow question mark, there is no npc to hand in the completed quest. This happened for another guy there too. I tried with no addons and deleted cache folder, relogged and the problem persists.

Managed to complete the quest a few days ago, i'm not sure if it was after a server restart or even if the quest works now.

He is there , just after a server restart , once he is used , no npc .

But even when this one is fixed , later on in questchain it goes wrong again

Today finished this quest, but cannot turn in.
As you can see the location of NPC in freakz is https://www.wow-freakz.com/npc_finder.php?npc=62202&&name=kil-ruk-the-wind-reaver
But if you go there to turn in, there is no such NPC in the area, even tried /target but no use. Even if you abandon the quest, there is no npc. Please fix.
