I cant take most of the quests that start chapters

When you fresh start ( so new character in legion ) you're scoutingmap should look like this:

From there you need to take each start quest that and will split in the storylines ( which you can see if you press L in the zone )

Every zone is fully scripted and achieveble

that is not what I ment, for example: I want to start this quest http://www.wowhead.com/quest=37470/the-head-of-the-snake but the npc doesnt give me the quest, and the same is with other NPCs and some just don't spawn, it seems like I'm the only one with this problem tho and I want to take these quests for doing chapters

EDIT: I done some quests and now I can take the quest I wanted, but thats weird because in wowhead it says that it isnt in a chain and I also dont know how to start the chain, the only way I knew to take the quests is because somebody else told me to

EDIT 2: After searching some more I realized that wowhead gives me the last quest in the chapter without saying its chained even tho it is
