is there a reason i cant use my cloud serpent on my frost mage but on all there alts?

Hello. I have encountered problems trying to mount cloud serpents myself on my alt characters, and I think that it has something to do with the riding skill that allows you to fly in Pandaria. Either that or there is a level requirement (85) that you must meet, although in Legion you can ride flying mounts from level 60. All in all when you reach level 110 and learn your Pandaria flying, you should be able to ride your cloud serpent.

first some infos about the alts:

-DK, 100+, horde, got the pandaria licence and earned the serpent
-DH, 100+, horde, could use the serpent from the start, doenst have the licence
-warrior, 61, horde, cant use the serpent
-Frost Mage, allianz, 90, cant use the serpent

i though its about the licence but i checked and my dk doesnt have the licence and dont have the reputaion either.

i ask a nice dude and he doenst have the probs i do.
