Bug description: Chain lightning + Mastery:Elemental Overload doesn't work correctly with 100% Mastery. It may not even work correctly for anyone no matter what your mastery is, I can't really say for sure. It does work with every other spell though.

The overload chance for Chain Lightning is equal to your mastery / 5.

Like carolas2 said, overload chance for Chain Lightning is equal to your mastery / 5. That is why the proc rate is low.
