Why there is so much bugged quests?

I am trying to play the story of the game as I am levelling but can't complete most of the story chains due to missing NPC's or bugged NPC's. Is there any specific reason for that?

Hello. The content in the server is tended to whenever there is a report posted about something. It is possible that some parts of the content require more fixes than others, simply because they are less of a priority, as we're focused on fixing more of the latest content (Legion), rather than old one.
If you happen to come across a bugged quest or a missing NPC, post a report here.
