Bug description: When you cast an empowered lunar strike if you spam starsurge while casting so that it casts ASAP it will not consume the empowered lunar strike charge AND give you another charge.

Proof: Can provide a video if really needed, it's pretty simple though.

It happen with Lunar Strike and Solar Wrath:
1) Proc a Lunar/Solar Empowerment
2) Cast Lunar Strike or Solar Wrath
3) Cast Starsurge, spamming it, the previous spell
