Same problem on Bleached Skull Talisman. No random stats added.

Confirm. Relinquished Trinket give trinkets with no stats, it's happens all the time.

All trinkets with random stats drop with no stats.

We are working on a fix to address this issue. All pieces of gear that should have secondary stats WILL have them once the fix is live, even if they dropped without. Meaning you won't lose anything.
